Hydrogen production at sea is expected to contribute as an essential building block to the achievement of the offshore capacity expansion target as well as to the efficient decarbonization of the industry. In order to harness their benefits, adjustments to the overarching WindSeeG are needed as quickly as possible, as well as the continuation and concretization of the national hydrogen strategy with regard to offshore hydrogen production and pipeline transport. Based on this, the upcoming draft land development plan should identify areas for other energy production of at least 5 GW by 2030 in the N17 – N19 clusters, and another 5 GW should be enabled by 2035 in the North Sea.
